Tyumen region


The Tyumen region is situated in the West-Siberian lowland. It occupies the southern area of the region and makes up 11% of the whole territory.

Territory – 161.8 thousand sq. km

It borders on Sverdlovskaya, Kurganskaya, Omskaya oblasts, Hanty-Mansiyskiy autonomous region and Kazakhstan Republic.

Population – 1314.5 thousand

Density of population – 8.2 per 1 sq. km

Administrative centre – Tyumen (population – 570.9 thousand)

The Tyumen region is a multi-structured subject of the Russian Federation. It comprises not only the southern area of the oblast but Hanty-Mansiysky and Yamalo-Nenetsky autonomous regions as well. Those regions are not its administrative units but competent subjects of the Russian Federation.

Today the Tyumen region is the most stable region of the Russian Federation. The growth of the regional gross product in 2007 made over 10 percent. Moreover this index increases faster than on average in the Russian Federation.

The characteristic feature of the regional economy is its diversified structure. There is a large industrial potential, developed transport infrastructure, productive agriculture, and wide complex of different social services.

In the region the main modes of transportation are developed: petroleum pipelines, gas flow lines, trunk roads, waterways go through the area. There is an advanced structure of electric and air transport. The region is traversed by the main Trans-Siberian railway that passes through Tyumen, Yalutorovsk, Zavodoukovsk, Ishim linking them with major oil and natural gas production centres in the autonomous regions.

Tyumen international airport implements passenger operations and all-cargo services not only in the territory of Russia but abroad as well. To maintain connection with many districts of the oblast during the navigation season the river transport is used. The Tyumen port carries out cargo delivery to different industrial centers situated along the waterway.

Today the Tyumen region social policy is defined as being one of the fundamental priorities. There is a positive trend in the birth rate: every year the natural increase grows, the death rate is settling down. In 2007 the natural increase in the Tyumen region made 935 people, whereas the migration gain made 4827 people. The indexes permit to project the improvement of the demographic situation in the region.

The number of unemployed population decreases from year to year, by November, 1st, in 2007 it made 8.5 thousand people. Today the unemployment rate makes less than 1.3 percent of the population. The state employment agency carries out an active employment policy targeted on the lowering of the unemployment rate assisting employment and organizing refresher courses for the unoccupied population.

The average wages of an employee in the Tumen region is 414.7 Euros, according to this index the Tyumen region occupies almost the leading position in Russia yielding only to Moscow.

Subsurface resources of the Tyumen region contain various mineral deposits such as petroleum, peat, quartz sand, brick and kermesite clay, decay ooze, limestone, fresh and mineral waters.

The peat resources of the region are estimated of 37mlrd cub. m (495 deposits), five deposits are in the state of development. In some peat deposits there found reservoirs of vivianite (hydrous ferrous phosphate) (about 20% of the world reserves), the usage of which can cover the requirements of the agriculture in phosphate fertilizers.

In the south of the region there are plentiful fresh water and minerals sources. The underground water contains rich iodine and bromine storage. The largest commercial iodine-bromine reserves are Cherkashinskoye and Tobolskoye. The Tyumen region has great potential and capabilities for building health resorts.

The Tyumen region abounds in rivers and lakes. The longest rivers of the region are Irtysh, Tobol, Ishim, Tavda, Tura, the largest lakes - Bolshoy Uvat, Chyornoye. In the waters there affect about 30 species of fish 20 of which are of commercial importance.

The major features defining the attractiveness of the region for investors are the closeness to the economically developed regions of the European part of the country (first of all, to the Ural), the availability of various natural resources, high industrial potential, and political stability. In respect of international relationships, the Tyumen region’s economy is influenced by the neighboring Kazakhstan, the proximity to China and the republics of the Middle Asia.

In the South of the oblast the power industry is highly developed. It completely supplies the requirements of the region and moreover transmits energy to other areas. Tyumen Heat and Power Plants are almost the largest producers of energy in Europe using passing gas. The largest German concern E.ON and Russian corporation STS founded in Tyumen a joint venture - closed joint-stock company “E.ON-STS Energy». The new company is planning to develop the construction projects of the generation with approximate capacity of 3000 megawatt.

Well-developed refinery industry supplies the petrochemical complex of the country with light hydrocarbon raw. In 2006 Antipinsky oil refining factory was started. Today its capacity is 500 thousand tons. Till 2009 the capacity will be increased up to 3000 thousand tons of oil per year.

Chemical and petrochemical industry produces butadiene, synthetical resin, plastic mass, polyethylene pipes, and polymeric pellicle. OAS “Sibur holding” is the initiator of the creation of the greatest petrochemical complex producing olefins and polymers in the world. On the first stage there will be constructed the installations of dehydration of propane and producing of propylene in capacity of 450-500 thousand tons per year on the base of SLR “Tobolsk Neftechim”. The volume of the investment is 1.7 mlrd Euros.

The equipment produced by engineering plants is in great demand as well: oil-extracting, chisel, geological survey, refinery equipment; tractor trailers, woodworking machines, concrete mixers. The company Schlumberger and the company Benetec Drilling and Oilfield Systems are carrying out the projects of manufacturing oil and gas production equipment. The company Benetec Drilling and Oilfield Systems will create in Tyumen a manufacture of drilling rigs and components in 2007-2008. The sum of the investments is 18 million Euros. Schlumberger has built three plants and the Siberian educational center already. The investment of the projects is over 90 million Euros. The German company “Dina Energetics” is going to start the manufacture of products for the oil and gas sector.

The constructional materials industry produces precast reinforced concrete frames and concrete goods, products for large precast concrete panel construction, bricks, wall blocks, environmental responsible insulating materials, clay tiles and faced tiles. The Turkish company “Mesa Imalat” is carrying out the production of constructional forms for cast-in-place construction which is estimated in 10 million Euros. The company “M-C Bauchemi Russia” is planning the production of dry mixes. The investment of the project is 10 million Euros.

The wood and timber industry plays an important role in the development of the region. The significant stocks of wood are concentrated on the territory of the region. The growing stock of the region is about 920 million cub. m. A broad spectrum of furniture, heat insulating and finishing materials, and woodwork is produced here.

The Tyumen region has great facilities for agriculture development. The territory of the farmland is 3 352 000.2 sq. km , that makes up 21% of the regional supply of land, tilled soil – 1 632 000.5 sq. km. High potential fertile soil and moderate climate are favorable conditions for growing grain, potatoes, vegetables, succulent and forage fodder. Cattle, swine, goats, horses, poultry are grown here.

“Provim” company (Netherlands) has made a decision to start fodder premixes manufacturing in the region.

In the end of 2007 two consulting companies “RASTAM-otsenka” (Russia, Tyumen) and ”IAK AGRAR Consulting GmbH” (Germany, Leipzig) worked out “The investment development strategy of food industry, agriculture, and fishing industry in the Tyumen region”, where they singled out the investment aims, the volume of the investment recourses and accentuated the advantages of the Tyumen region of the regions - competitors.

Besides the Tyumen region has almost the highest housing activity in Russia. On 2007 results 896 thousand sq. m of living space are taken into use in the region. According to this index the Tyumen region keeps leading position among the regions of Ural Federal District.

The Tyumen region is one of the greatest educational centers in Russia. Today there are 11 dual-mode universities there comprising 49 105 full-time students and 37 493 distance learners.

Moreover in the Tyumen region there is one of the youngest and unique scientific research complexes in Russia. There are 37 organizations annually carrying out more than 2 000 scientific researchó which are mostly of oil-and-gas area. Yearly the oblast’s specialists get over 200 patents.

The Tyumen Region is a participant of the government-sponsored technoparks development scheme in the sphere of high technologies in the Russian Federation. The formation of the Tyumen innovative oil and gas center in the nearest perspective will permit to activate the implementation and commercialization of the developed progressive technologies for the oil and gas sector of the economy. Besides it will provide a large number of high qualified researchers and technologists with prestigious jobs. The technopark should become not only the basis for the development of the innovative activity in the region but also the links between Universities, scientific laboratories and industrial manufacturing.

The new promising trend of the regional economy is the tourism. It is rapidly expanding today due to the economic potential, unique significant sites, availability of hotel-type services and advantageous geographical position of the Tyumen region. To improve the tourist potential of the region the leading tour operator of Germany, Olympia Reisen, worked out The Tourist Development Strategy in the territory of the Tyumen region. The important part of the creation of the cultural tourism projects is the gradual formation of the “locomotive” tourist-transport projects and new tourist routs in the Tyumen region.

To improve effectively the economy of the land the Tyumen region Government worked out the strategies of the economic development of the region till 2020: light industry, timber industry and wood-working industry.

The strategies of the development of the machine-building complex, building industry, transport, logistics and real estate market are on the stage of working out.

In the future the investment development strategies in the sphere of oil refining and petrochemical industry, electric-power industry, housing and utilities infrastructure, service industry, shipbuilding are going to be worked out.

True to the worked out strategies there singled out the main lines of economics development of the region and attracting investments. They are:

Today in almost every cluster there are large investment projects which are being realized or being prepared for realization. In the oil and gas complex it is suggested to build oil refining factory with the capacity of 1 million tons of oil, to organize the production of mineral fertilizers, to start the production of bitumen with the capacity of 70 thousand tons, tire, paint, varnish and lacquer, as well as other polyethylene and polypropylene products, and oil and gas equipment.

A strategy of wood industry development in the Tyumen region has been elaborated by the Finnish consulting company Iaakko Puri Consulting. Some priority projects are determined in it, including the creation of the enterprise producing the wood-shaving plate, fibrous plate, dry coniferous saw-timbers, OSB, and logging enterprises.

Within the framework of the light industry cluster special attention is given to the production of wool fabrics, textile, children’s wear, and work wear.

Today it is carried on the building of 7 new hotels which will be situated in the very centre of the city of Tyumen. The international operators Radisson (SAS Residor), Marriot, Domina Hotels & Resorts take part in the building work. Well-known hypermarkets METRO, Lenta, Perekryostok, Mosmart, Monetka have built. The negotiations with Carrefour, Ramstor, Ashan, Kastorama, and IKEA are carrying out. The investors are suggested to take part in the realization of different projects in this sphere.

In the cluster of agriculture and food processing industry there exist various projects on producing and processing vegetables, wild-growing herbs, meat and fish; starting candy and other food production, as well as production of bio-diesel fuel by means of processing rape.

In the region the housing is intensively developing that is why constructional materials are in great demand. The Tyumen region has all necessary resources for producing various kinds of constructional materials. In the cluster of building and constructional materials industry there exist projects on starting brick manufacture, glass plate, cement, thermal insulating materials, roofing materials, finishing materials, expanded clay, building panels, drywall and wall papers producing.

Lately the role of the deliveries and storage of goods has increased essentially due to the large international companies which have entered the regional market. In the cluster of transport and logistics the following projects are suggested:

  1. The construction of logistics centres net on the area of 250 thousand sq. m to meet the needs of the region with pulling up large operators. One of the suggested projects is a construction of a multifunctional logistic complex of the class “A” on the area of 70 thousand sq. m. The initiator of this project is holding “Partner”. The volume of the investments is 46 million Euros;
  2. The development of navigation and shipbuilding on the basis of the existing enterprises of the region;
  3. The development of the international airport “Rostchino”. At the moment the plan of the development is being carried out together with the company “Hochtief”;
  4. The construction of a bypass “Vostochny obhod” of 12 kilometers long.

In the Tyumen region such big companies as LUKOIL, TNK-BP, Gazprom, Halliberton (USA), OMV (Austria), Salym Petroleum Development (the company Shell Netherlands-GB) and many others has started their work already. In 2006 the international personal agency “Kelly services” and the insurance company “Ergo” started working in the region. In 2007 the subsidiaries of Reiffeisenbank and Moscow international Bank opened. In the nearest future the branch of Societte General Vostok Bank (France) is opening.

The companies Schlumberger, KCA Deutag, DeLaval are creating an educational centre for preparation of the experts on the international standards. The similar centres of the companies Transneft and RAS RJD has already opened. The British international school opened in 2007.

In the Tyumen region last few years are characterized by the steady growing of the investment amount in the basic stock. Since 2000 the investment volume in the region economy increased 6.7 times. In 2005 it was invested 56.3 milliard rubles, 2006 – 70.7 milliard rubles, and 2007 – 89.5 milliard rubles in the Tyumen region economy and social services (excluding autonomous regions).

To draw investments in the Tyumen region there formed the basics of legal, infrastructure and information data bank. The protection of investors is guaranteed by the Tyumen region existing legislation. The regional investment activity as well as forms and conditions of the government support are fixed by the applicable regulatory documents. Under the law ¹ 159 “About government support of investment activity in the Tyumen region” enacted in 2003 the holders of the capital investment projects are provided with the following forms of support:

  1. tax exemptions authorized in the manner prescribed by the federal and regional laws;
  2. budget credits
  3. investment tax credit
  4. grant and subventions
  5. state investments for the account of the regional budget
  6. rendering the assistance at the procedure of land and other real estate units allocation publicly owned
  7. insurance arrangements

To stimulate the investment process the Regional Duma passed addenda to the law of the Tyumen region N504 “About tax discrimination in 2007 for particular ratepayer categories”.

To organize the investment potential realization more precisely and to create maximum favorable circumstances for investors in the Tyumen region there formed Economic development council of the Tyumen region under the Tyumen region Governor. The structure was built for considering investment offers and projects, as well as for further coordination of the actions of the Tyumen region executive board concerned with the complex cooperation and supporting of the investment project realization, and for working out of the recommendations for single investment policy realization by the organs of local self-government.

The Tyumen region government, following the policy of supporting investment activity and perfection of the methods and forms realization, targets the ensuring of the steady investment growing in the real sector of economy, creating economic, legal and organizational circumstances for investment activity that provide a steady dynamics of the region economic development and solution of the socio-economic tasks.
